Using the databases created under Education Watch, a civil society initiative to monitor primary and basic education in Bangladesh, this paper explores trends, socioeconomic differentials and cost in private supplementary tutoring among primary students and its impact on learning achievement. The rate of primary school students getting access to private supplementary tutoring is increasing at two percentage points per year and reached 31% in 2005. Incidence of private tutoring was greater among boys and urban students than respective counterparts. Educated parents (...) and well‐off families were more likely to arrange supplementary tutoring for their children. A wide variation in the cost for private tutoring prevailed. The tutees spent 46% of their total private expenditure for education on supplementary tutoring. Supplementary tutoring helped students learn more than those who had no such support. Private tutors for primary school students have become a well‐accepted norm. Finally, a number of social implications are discussed. (shrink)

The paper presents a comprehensive survey and critique of literature on human values and ethics in business across diverse cultures. According to the author, the key issue in this discourse is not about whose values and morality, but about what values and morality. The author argues for a holistic paradigm in this discourse, grounded in deep philosophy and drawing upon the spiritual values of humanism. The consumerist, market economy Western models of ethics cannot be the only answer to values issues (...) surfacing in the wake of increasing economic globalization. Bottom of the Pyramid strategies recognize for the first time that global companies can contribute to the alleviation of worldwide poverty by adopting non-traditional and mostly non-Western models of business involvement. It is now widely accepted that poverty and hunger arise not because there are no goods or food, but because billions of people lack income to purchase them. It is also a common belief that the private sector can play a significant role in lifting the poor from the margins (...) of the market system. This would require strategic and mindset shifts in global companies leading to a very different path where their operations intersect with the greater good of communities, societies, and nations. Successful engagement in the untapped market space at the base of the global income pyramid calls for completely new capabilities, responsibilities, and values. Alliance building with local and non-traditional partners, promoting bottom-up solutions and understanding social sustainability are some of these new managerial challenges. This article reflects on some of the critical challenges of global companies and global managers in their strategic engagement at the BOP and explores how large firms can become involved in the pursuit of social capital acquisition and how new approaches of public–private partnerships in reformulating the profit-performance links, the downscaling of products or services without compromising their quality and integrity, the bridging of the information and infrastructure gap, educating, and empowering the poor, together with innovations through technological adaptations can be managed through the embracing of new mindsets. Abstract:This paper explores the contrast between mentalistic and behaviouristic interpretations of decision theory. The former regards credences and utilities as psychologically real, while the latter regards them as mere representations of an agent's preferences. Philosophers typically adopt the former interpretation, economists the latter. It is argued that the mentalistic interpretation is preferable if our aim is to use decision theory for descriptive purposes, but if our aim is normative then the behaviouristic interpretation cannot be dispensed with.

How does one decolonize and reclaim the meanings of research and researcher, particularly in the context of Western research? Indigenous communities have long experienced oppression by Western researchers. Is it possible to build a collaborative research knowledge that is culturally appropriate, respectful, honoring, and careful of the Indigenous community? What are the challenges in Western research, researchers, and Western university methodology research training? How have ‘studies’ – critical anti-racist theory and practice, cross-cultural research methodology, critical perspectives on environmental justice, and (...) land-based education – been incorporated into the university to disallow dissent? What can be done against this disallowance? Many philosophers agree that Hume was not simply objecting to inductive inferences on the grounds of their logical invalidity and that his description of our inductive behaviour was inadequate, but none the less regard his argument against induction as irrefutable. I argue that this constellation of opinions contains a serious tension. In the light of the tension, I re-examine Hume’s actual sceptical argument and show that the argument as it stands is valid but unsound. I argue that it can only (...) be converted into a sound one if our inductive behaviour can be characterized as a process of rule-governed ampliation. Drawing on some Bayesian ideas, I argue that our inductive behaviour probably cannot be characterized in that way, so our immunity from Hume is secure. Finally, I compare my response to Hume’s argument with some other well known responses. (shrink)

The purpose of this study is to understand the trust formation expectations of stakeholders in the implementation of information and communications technology for development (ICT4D) projects.,This paper uses a qualitative methodology inspired by a critical approach. It uses a thematic analysis approach, and draws the results using a constant comparison method. It is guided by the Pierre Bourdieu’s theory of practices. This is an empirical study that uses semi-structured interviews for the data collection.,Lack of an integrated view of emancipatory expectations (...) has a negative impact on the trust levels of stakeholders. An integrated view of emancipation has physical, moral and social dimensions.,The study brings forth the concept of entry point activities (EPAs). To the author’s knowledge, this is the first application of this concept in ICT4D research. EPAs can be used to develop trust relationships between the stakeholders of ICT4D projects. (shrink)

I examine the argument that scientific theories are typically 'underdetermined' by the data, an argument which has often been used to combat scientific realism. I deal with two objections to the underdetermination argument: (i) that the argument conflicts with the holistic nature of confirmation, and (ii) that the argument rests on an untenable theory/data dualism. I discuss possible responses to both objections, and argue that in both cases the proponent of underdetermination can respond in ways which are individually plausible, but (...) that the best response to the first objection conflicts with the best response to the second. Consequently underdetermination poses less of a problem for scientific realism than has often been thought. (shrink)

Hamilton’s theory of inclusive fitness is a widely used framework for studying the evolution of social behavior, but controversy surrounds its status. Hamilton originally derived his famous rb > c rule for the spread of a social gene by assuming additivity of costs and benefits. However, it has recently been argued that the additivity assumption can be dispensed with, so long as the −c and b terms are suitably defined, as partial regression coefficients. Resilience may be referred to as the capacity for positive adaptation and to quickly recover from difficulties and significant adversity. After examining operational definitions of related concepts, the article discusses resilience building exercises for functional fitness at the individual soldier level, to include among others, self-monitoring, self-evaluation, self-reinforcement, emotional regulation exercises, mindfulness training, relaxation and grounding exercises and importance of maintaining discipline and routine in the military. Using an acronym CARRIES, the article examines efforts to enhance resilience building through empirically (...) validated cognitive, behavioural and intrapersonal skills originating from best practices learned in the military. Empirical studies suggest that re-corruption is a common occurrence in developing countries, and we know little about what transpires between corruption and re-corruption. The objective of this empirical study is to discuss the practices of government officers in between phase of corruption and re-corruption. It does so by considering the case of a government officer working in an agricultural marketing yard of India. The findings from the case suggest that officers choose to mimic honest dispositions after their transfers to new (...) postings as it gives them more choices in the practice of corruption. The hibernation model of re-corruption is used to explain this behavior of the officers. The study is critical and inspired by Pierre Bourdieu’s theory of practice. The findings from it will directly contribute to the design of anti-corruption policies. (shrink)

This paper presents conceptual arguments to suggest that trust within organizations and trustworthiness of organizations are built through ethical governance mechanisms. We ground our analysis of trust, trustworthiness, and stewardship in the business literature and provide the context of business school governance as the focus of our paper. We present a framework that highlights the importance of knowledge, resources, performance focus, transparency, authentic caring, social capital and citizenship expectations in creating a basis for the ethical governance of organizations.

Construction of rural roads started to expand in Nepal since the 1980s and is still an ongoing process, however environmental considerations have been considered since the mid 1990s. Adoption of environmental safeguards in development projects have been an important aspect of project cycle although there is lot more to do at the field level. In this study, three different ongoing projects in different regions of Nepal have been accessed at the field level and mitigation measures were examined in order to (...) study the effectiveness of those measures. This study reviews a lot of mitigation measures that have been proposed and each of them were implemented at the field level. A successful implementation of mitigation measures was found but it still recommends that there is still a lot more room for improvement. (shrink)

Architectural theory arises from building, when the mind considers its symbolic relations to its own constructions. The intent of this essay is to discuss the intellectual causes that precede building and precede theory. It considers certain fundamental dualities in our thinking about architecture—such as image and word; type and model; imitation and invention—and the role they play in its making, its perfection as an art, and the eventual elaboration of its tenets into a theory. The advent of the intelligent robot has occupied a significant position in society over the past decades and has given rise to new issues in society. As we know, the primary aim of artificial intelligence or robotic research is not only to develop advanced programs to solve our problems but also to reproduce mental qualities in machines. The critical claim of artificial intelligence advocates is that there is no distinction between mind and machines and thus they argue that there are (...) possibilities for machine ethics, just as human ethics. Unlike computer ethics, which has traditionally focused on ethical issues surrounding human use of machines, AI or machine ethics is concerned with the behaviour of machines towards human users and perhaps other machines as well, and the ethicality of these interactions. The ultimate goal of machine ethics, according to the AI scientists, is to create a machine that itself follows an ideal ethical principle or a set of principles; that is to say, it is guided by this principle or these principles in decisions it makes about possible courses of action it could takea. Thus, machine ethics task of ensuring ethical behaviour of an artificial agent. Although, there are many philosophical issues related to artificial intelligence, but our attempt in this paper is to discuss, first, whether ethics is the sort of thing that can be computed. Second, if we are ascribing mind to machines, it gives rise to ethical issues regarding machines. And if we are not drawing the difference between mind and machines, we are not only redefining specifically human mind but also the society as a whole. Having a mind is, among other things, having the capacity to make voluntary decisions and actions. The notion of mind is central to our ethical thinking, and this is because the human mind is self-conscious, and this is a property that machines lack, as yet. (shrink)

Hox proteins are part of the conserved superfamily of homeodomain‐containing transcription factors and play fundamental roles in shaping animal body plans in development and evolution. However, molecular mechanisms underlying their diverse and specific biological functions remain largely enigmatic. Here, we have analyzed Hox sequences from the main evolutionary branches of the Bilateria group. We have found that four classes of Hox protein signatures exist, which together provide sufficient support to explain how different Hox proteins differ in their control and function. (...) The homeodomain and its surrounding sequences accumulate nearly all signatures, constituting an extended module where most of the information distinguishing Hox proteins is concentrated. Only a small fraction of these signatures has been investigated at the functional level, but these show that approaches relying on Hox protein alterations still have a large potential for deciphering molecular mechanisms of Hox differential control. Contrary to the general belief that modernist art and architecture reflect the technological society, Jacques Ellul maintains in his L’empire du non-sens that they are justifications for the integration of humankind into what he called the technicist complex. Modernism in art and architecture meant that every product must be qualified by a technological character. This unassailable belief exerted some far-reaching influences on symbolic thought, on artistic expression, on architectural character. If imitation and invention were the two inseparable concepts through which (...) art and architecture were produced and symbolized, it is because they operate on a certain transparency between an exemplar and a work of art. By contrast, in the mentality of technique, artistic production operates based on a certain opacity to meanings outside of itself. Imitation and invention were separated. Thus, one of the principal beliefs in modernism, that art and architecture symbolize the technological society is actually one of its weakest. In considering technology as both the symbol and the product, the artistic idea and its representation collapsed into each other. (shrink)

This essay assesses the opposition of pluralism and monism with respect to politics and architecture, developing the argument within three general areas: the spurious association between political intentions and architectural character, the distinctions and commonalties between political freedom and artistic freedom, and the adverse effect of inappropriate associations between political content and artistic form in general and, in particular, the perceptual impairment of the processes by which buildings come to be endowed with their suitable character.

We propose a new relevance sensitive model for representing and revising belief structures, which relies on a notion of partial language splitting and tolerates some amount of inconsistency while retaining classical logic. The model preserves an agent's ability to answer queries in a coherent way using Belnap's four-valued logic. Axioms analogous to the AGM axioms hold for this new model. The distinction between implicit and explicit beliefs is represented and psychologically plausible, computationally tractable procedures for query answering and belief..

Several authors have recently suggested that classic psychedelics might be safe and effective agents of moral enhancement. This raises the question: can we learn anything interesting about the nature of moral experience from a close examination of transformative psychedelic experiences? The interdisciplinary enterprise of philosophical psychopathology attempts to learn about the structure and function of the “ordinary” mind by studying the radically altered mind. By analogy, in this chapter we argue that we can gain knowledge about the everyday moral life (...) by studying extraordinary experiences of altered moral cognition and experience. We focus on a specific class of cases: experiences of forgiveness induced by psychedelics. We argue that close attention to such experiences reveals the importance of thought/emotion coherence and dissonance in the moral life and vindicates some heterodox ideas about moral phenomenology and psychology. In cognitive science, there are many computational theories regarding the function of the mind; connectionism is one of them. Connectionist networks are intricate systems of simple units related to their environment. Some have thousands of units, but those with only a few units can also behave with surprising complexity and subtlety. This is because processing occurs in parallel as also interactively, in marked contrast with the serial processing to which this is accustomed. In the first section of this paper, I (...) intend to describe a simple network that illustrates several features of connectionist processing. Secondly, I would like to examine its relation with other areas in realm of cognitive science. Thirdly, I shall make an attempt to find out whether this theory contributes to the replacement of folk psychology. Lastly, I find that connectionist thus fails to account for the real nature of the mental states because of its not too clear attempt to reduce mental states to the machine states. The mechanistic theory of mind in all its hues faces the question as to how we can account for the qualitative content of our consciousness. It cannot ultimately tell us how the subjective experience is possible and how consciousness to be real feature of universe. (shrink)

This book contains essays assembled with a conviction that both postmodernism and globalization have the potential to be valuable tools for social analysts, this despite the uncertainties and ambiguities that persist. The editors and the contributors make no claim to have found a solution that would overcome the uncertainties and ambiguities. All the essays are expressions of efforts to employ one or both of the concepts in terms of empirically grounded topics.
